Starfleet Academy or how to ♥♥♥♥ up your own game

Since the newest "Lore" Update only 1 Starfleet Academy exists. Am I wrong or does this ♥♥♥♥ up the Section 31 Mission tree? You have to have 6 Starfleet Academys but now there is only one and you can't build more.
Is it just me or was this a brainless patch?

Maybe it's fixed if you start a new game, not sure.

When the Houses of Betazed and Denobula start off as a separate minor power and not already in the Federation, and Romulans are using phasers, limiting to only one Academy is a weird place to draw the canon line.

When did Denobula get taken out of the Federation? They were part of it in all my previous playthroughs

Pretty sure the last time I played I found them as a separate minor power. That was several patches ago so it's possible it was fixed.

Its not fixed with a new game. I already looked. So I figure they didn't think.

If they really want to add more minor powers, they should add the Orion Syndicate, the Gorn Hegemony, the Tzenkethi Coalition, the Nyberite Alliance, the Ferengi Alliance, the Breen Confederacy, and the Tholian Assembly (am I forgetting anyone? ;) ), and give the Feds back the Denobulans... and the Betazoids and Bolians for that matter, as all 3 were part of the Federation by now. We don't need to start with all 3 as established colonies (unless the Klingons, Romulans, and Cardassians get to start with another 3 each to compensate), but they should never have been separate factions. A wide diversity of species is part of what we expect from the Federation anyway.
