The solution I have for the spy issue is to simply not do Counter Espionage. They're mostly doing Propaganda missions on your homeworld, so just do Counter propaganda with your spies.
I spammed all my envoys on the tricky ones and I think it worked...
Don't the envoys only improve relations with them though? The issue I'm having is that galactic tensions is always over 85%, so the stability hit is making these minor powers impossible to coup, because they lose too much stability.
to befriend them as the Klingons you need to change your policy for the galaxy, its near one of the edict options I believe.
Perhaps in my game galactic tensions dropped while I was fiddling around trying to get stuff to work and I didn't notice. I was probably the only one raising it anyway.
