For the purposes of not being mad when that happens on a coup where I've occupied their world with ground troops and have fleets in orbit... I try and remember all those episodes where that sort of thing happened, like Errand of Mercy.
For my game the Amacarians are at the extreme right of the galaxy and I'm intergrating them just fine even though they are nowhere inside of warp range for any ships besides my science ships.
Others, nearby seem unwilling for reasons I can't quite grasp yet. I'm trying to get one with the homeworld in warp range to exclude that possibility. Another is jammed between myself and the Romulans. Don't know why they refuse intergation when I start it. Both of these minor powers have my diplomacy maxed out with no decline going on.
The only theory I have is that other powers have beaten me to their intergration process? Who knows...
Acmar evidentily needed me to have all their space in warp range before intergrating. I also used Deanna Troi for the process...so maybe she's the key to finicky minor powers? I say this because I have another minor power now meeting the same conditions (but I can't use Deanna Troi whilst she's busy on Acmar) and another envoy seemed to fail the intergration process.
