Yeah, this is what I'm experiencing. It's happening to a couple of factions. I'm one civic away from a diplomatic victory...
This isn't what is happening in my case. The relationship level doesn't change in the 3 or 4 ticks between starting the integration process and when I get the failure notification. I also have made sure my reputation level is well above the threshold, just to be sure.
I noticed if the Faction is outside warp logistics range OR is closed in by another faction (IE Behind or encircled by say the Klingons) that it will auto fail. But yea there is also a bug where your influence progress can just go poof as well.
I eventually found one or two civilizations that would integrate correctly and got a civic victory. Some just don't for whatever reason. And sometimes they integrate extraordinarily slowly but others do so really fast (Betazed for example). I think it was an attempt by the developers that it is supposed to take longer the higher your tech level is in comparison to them, but it doesn't give you much info. I just maintained good relations with the others and kept trying every so often - one time that worked.
I'll have to check if it's a warp logistical range issue or just the game with either a intergration cap...or a bug.
