I have a question regarding the ship designer

What ships that I can actually design with Federation? When I watched Youtube, I found that Galaxy Class Starship is actually to be considered as a hero ship (Enterprise D). So can I actually get Galaxy Class and California hull for ship designer? Or are they strictly build for the hero ship?

So what ship hull that I will able to build beside Miranda? (well, at least it is only Miranda that I saw in Youtube).

You can build the Excelsior, Inteprid, Miranda and California from what I see so far. I know the Sovereign and Defiant can be built. Unsure about the Galaxy

You can build the Galaxy. I unlocked it before my save melted down.
