Pretty much all modding of a game built on ClauseWitz is text configuration edits. Unless you're working on art, pretty much all modding, full stop, is text configuration edits. Even scripting is just programming.
How do you normally mod? Neural transmission?
The big question is what you are trying to do. Basic things like portraits or event pictures can be modded using any image editor that can read/save .dds. If you are wanting to mod things like nations, events, missions, edicts, or the like you need a text editor. You can use notepad, but something a little bit beefier like Notepad++ or Editra is better.
Unfortunately, if you are looking to mod the 3d assets I can't help you, I have never needed to mod those. If that is your goal would suggest asking in the Stellaris modding Discussions, there are several mods there that add/change the 3d models so someone should be able to help you.
I know some games though have there own mod tools to unpack /repack assets and such which is why i was asking here, but ill try taking a look on the modding forums for this game rather than here ty for the reply.
