Report a translation problem
As for DLC expansions, I am banking on based on most Star Trek content that we will get Ferengi, Breen, and the Dominion next. Tholians, Gorn, plus Federation races like Andorians and Vulcans could also come.
I doubt the Borg are playable (and I wonder about Dominion as well) since both are a lot stronger than other factions and would not play well for game balance. They maybe game obstacles though.

However. I strongly suspect they will be least fleshed out races in the base game. Why? I suspect the devs will bank on the majority of players starting with the Federation. The UI most fits the Feds, the majority of screenshots and features they wish to show are Feds, all the previews so far are from a Fed perspective, the Deluxe version adds mainly starfleet extras. The Klingons will get voiceovers only if you get the deluxe version, which makes me suspect there will be no unique VO's or lore friendly sound interface effects for the other two races. I therefore suspect playing as the Cards or Roms will only be 'enhanced' later in a supplementary DLC, and I'd guess as an Obsidian Order and Tal-Shiar joint pack. So if I get the game early I'd probably play the Feds first, and then wait a bit to see what is to be added later.
