1-9 golden gate not working

I'm up to unlocking the combination lock and have the order of characters, have even checked an online solution and I'm doing the right thing (albeit they had their numbers on opposite sides, but I tried that as well) - I tried doing it forwards and backwards and it just won't unlock. Any tips?
