New Map bunker 11 key

I have done over and over what was suggested to get this key and yet nothing, killing the boss over and over and he drops junk, its frustrating, it was never this tough before, why now, and also the flower shop key is no where to be found.

Bunker key is fairly random. I found some a while ago, just randomly looting places.
I know the dev has stated that the loot list is being worked on. Just a lot of things for the list atm.

Since the last update, I have only found the Bunker 11 KC in air drops. That could change with the next update. Loot tables are getting reworked as we speak.

Flower shop key isnt in the game yet.

So i've been finding the KeyCard on the map Delta and when I go to the back of the shooting range to that Bunker I get "you need the right keycard" is there another bunker on Delta that I'm missing? ALSO, on Garden City my Player Ping is so far off and not accurate as im in the Lower Left City and my Marker is showing me in the Top of the map? does anyone know how to Fix this issue?
