If you could just spawn anything, with any stats, at any time the game would become worthless because everyone would just spam the best stuff and stop caring.
Have you ever noticed that when you play a difficult game (not that Deadpoly is) and activate all the cheats; you just stop caring about it? It just becomes too easy and most people quit the game shortly thereafter (because there's no longer a challenge).
It's one thing to cheat in singleplayer (I have no objections to this) but in a game like DP it would ruin the game for others because you can just bring in your resources to play against the rest of us. For example; right now Battery Chargers are extremely rare and trade for $1mil-1.5mil each. If someone could just 'spawn them in' it introduces the ability to dilute the market for those of us who want to either find/barter for them based on their "natural" rarity. Even though you could say that "people just want it, who cares" it will ruin the games for the people trying to sell, and those who are trying to buy (legitimately) but would just be tempted to take an easier path then get bored as a result.
Similarly, if you wanted to spawn in top tier gear (and had no ambitions to trade/sell it) but entered into someone else's PvP server (who is playing without an insta-spawn) they'd stand no chance fighting you with their Level 2 rifle against your Level 10 bazooka + body armor. If you want bland and easily equivalent availability just play CoD.
That being said; there is 3rd party software that can be used to cheat. There are also exploits in-game to do what you request (kindly report it to Kamron for a reward too). But there isn't really a balanced way to do what you suggest that wouldn't have an effect on the macro economy/gameplay of others.
I'm all-for a 'gallery' style thing where players could view the max stats or models of things to be found in the world... but it's a whole other thing to just hand them out like candy on Halloween to anyone who asks.
