Report a translation problem
The problem in the past was that the game used so many different formats for different elements that each needed its own editor. There are competing editors for various things. Like one for voice files, a couple for face files, then you have to link them together in various ways and compact them down, blah blah.
For options, editing the .html files in Version 1.13 ( a fan based mod ) is the most reliable way, but you are best off using a text editor such as Notepad, as the various html editors for the game are not kept up to date adequately and will truncate various new additions, fields, and formats. This is partly because Flugente is so often changing things that the editor development, which are not run by such a productive individual, fail to keep up.
I do not know of any recommendations of anything via Steam. I'd suggest you check out http://thepit.ja-galaxy-forum.com/ to get the best info on both original, modded, and new V 1.13 editors. It's not as simple as it should be, but with dedication you should be able to figure out most of it.
You can have multiple installations of Jagged Alliance 2 on your hard disk, each with its own shortcut, and they will not interfere with each other, if you remember to mod them independently. So, experimentation will not kill you, if you are organized.
Unfortunately, I find JA2 V 1.13 with the latest SCI builds to be so flexible and satisfactory, that I don't really edit anything. So I cannot speak from experience. But there are several modders who can answer your questions there. They tend to have lives though, and tend to be professionals, meaning that they don't tend to respond that quickly to posts. There is a huge archive of posts there though for searching thru. Just remember, Editor stuff tends to be outdates within months, sometimes less.
