How do you unlock the 4th tavern recruit for a character?

I've maxed the levels on 2 characters at this point, but I am still unable to use the 4th tavern recruit on their list. How do you unlock that?

After you beat the 1st map for the first time (the third boss there, sting) you'll unlock some new regions including The Hollows. The Hollows have daily/weekly runs that give a soul currency, you spend that at a shop called The Bazaar to get unlocks including those new starting cards.
