i would say jules > vanessa > dooley > mak , stelle > karnok > pyg
pyg needs help badly
after some games this season, my tier list would be
Dooley = Jules > Stelle (pre kite change, haven't checked since then) > Vanessa = Karnok > Mak > Pyg

I enjoy the meta we're in, I think Karnok is fun and have enjoyed his build options. I haven't found him too difficult to face, I think Dooley and Jules are in the best spot right now.
I only play Vanessa with whom I hit 900 mmr today. I think I lose the most on day 1 to Jules because she's able to get so much regen so quickly (like >50 on day 1, and then that much burn to accompany it). The scarier heroes to face early on are Jules then Dooley/Karnok; Stelle/Pyg/Mak seem much less threatening.

Lately I've been trying to collect piranhas as fast as possible because this one item makes it easy to go from a good sharkclaws board to a tortuga board, with a possible pitstop or detour to seadog's,sharkray, or eels along the way. The friend vendor makes it easy to find much of what you need in one stop starting from day 1. As long as you have a piranha, there are variations you can run that involve some combination of Seadog's/Tortuga/Eels, but I think Tortuga is the best to try to win by day 12.

I've also played some diving helmet boards. If you assemble all the pieces for the diving helmet (like weights, rowboat, shipwreck, nesting doll, and edc/boulder/anchor as your damage item) you can make a board that kills (or permafreezes, for EDC) in 3 seconds, and this is ultimately a more powerful board than the friend line once health bars approach 10k, but the problem is getting everything to the required rarity before your run is over. Still, since they've added what is essentially a second rowboat to the game it's twice as easy to assemble a one shot board than it was before.

I haven't really played with the new crit stuff much (sextant, cyber-sai, spyglass, scimitar). I find the problem with these items to be that you so rarely have enough crit on day 3/4 to activate them enough, and by the time you get enough starting crit, these boards are already outclassed by the friend or diving helmet lines.

Oni and Pistolsword seem as strong as before but it's just so much easier to get piranhas that I haven't bothered much with these items.
IMO Mak > Karnok > Jules > Vanessa > Pyg > Dooley > Stelle

I can't accurately assess Jules since I don't own her, but she seems to perform above average.

Stelle's early game is total trash right now and it can be difficult to switch into a mid/lategame build.

Dooley isn't bad but fairly one-dimensional. I know the "best" players main him and have a high winrate, but I attribute that heavily towards his earlygame being excellent which allows him to coast into 7+ wins and get out before the lategame monsters come online. I hate seeing him on day 2/3 since it's usually a free loss.

I have seen some extremely nasty square pygs recently and he can still manage burn, freeze, shield or toys quite well. I don't think it's "easy" to enable his best builds, but he does have a lot of options and is still probably the king of lategame.

Vanessa has a strong early and midgame, the only thing holding her back is Karnok I think, who does well against her with shield or self-slow.

Karnok is strong, though only a nerf or two away from falling down the rankings.

Mak can still wreck earlygame with poison burn or regen and I think femur is still one of the strongest and easiest builds in the game, if you can find it in time. Pretty easy to switch from refractor into it though.

If we're ranking purely for fast 7 wins move dooley and vanessa up to the top, I'm judging overall potential/likelihood of going 10.

Yeah I think friend lines are the best right now, especially shark ray is crazy good after the rework.

Submarine is also really really good, and submarine + dam is possibly as good as anchor as a lategame wincon.
Moving kite to silver isn't going to really change how strong kite slop stelle is. To me shes still top tier. My list would be Jules > Stelle == Dooley > vanessa == karnok > Pyg > Mak.

Mak seems to be in the worst position especially in the early-mid game despite having some insane end game potential, since hes lost a lot of his versatility. You either play weapons into poppy field/runic blade one shot or try to get lucky with catalysts and idol. Potions launcher feels weak and so does self poison; since poison feels weak in general.

Pyg is fine, but his early game is still very bad as it has always been. Its just a bit worse since you can't just faceroll with medium weapons or massive shield spam but the crook revert seems to have helped a bit. Personally, I like this change because I want to see some of his other builds take the spotlight.

Karnok still has some toxic items, mostly because of how much charge he has. The fact that you can permafreeze a board with wisp, just doesn't feel good to play against. His early game is also pretty strong even if he doesn't scale as much into the late game without following very specific builds. Hes still in a good spot, though needs some minor tweaking.

Vanessa is in a fine place though she will probably rise to the top after people figure out how to deal with the holsters nerf. The rest are pretty self explanatory. Stelle also has a weak early game, though bronze airplane glue helped smooth things out; even with the nerf, she still scales into insane end game builds.
In terms of reliability, I would put Karnok at the top of the list. I am in the top 1000 legend and Karnok is the only hero that can output consistent wins of 7 and above and keep my rank.

Of course, you can build OP builds with other heroes but those builds are conditional and exclusive whereas with Karnok there are many OP builds you can build off early bronze items - for example, the Flying Squirrel or the Hunting Hawk. Deck building and pivoting is easy with Karnok.
Whatever you say, Pyg is literally the worst hero now, unfortunately I got 4 skins of him, which is annoying.
