Placing a drill results in an error dialog

Selecting a drilling building from the toolbar results in an error dialog.

"LowLevelFatalError [File:Unknown] [Line:4075] Retry was NOT successful"

Restarted the game after this happened and flew over to place this. The game immediately crashed with the same error. I have made a copy of this save in case this cannot be reproduced.
