Refuelling Passenger Trains.
I've been hitting a bit of a problem. I have a passenger train set up shuttle workers back and forth from a wood production centre, but it ALWAYS runs out of fuel.

I have coal bunkers set up at both ends of the route, but it never seems use the coal. The train is set up to "swap workers" at both ends with a 20 second wait time.

I wondered if you needed to transport the coal over to the bunkers for it to work, so I tried a route sending coal to the passenger station at the town, but it never unloads any coal. I then tried the same, but with the wood station. Nothing.

I really hope that you don't have to periodically visit the warehouse or the coal mine to refuel: it would be very frustrating to have lines that have to regularly go a very long way out of their way to refuel.

All of my other trains are fine, but they either touch the coal mine or the warehouse as part of their travels, so I imagine they would refuel there.

Have I missed a trick? Or, have I hit a bug? Any help you can give would be great! Funnily enough, I don't remember this ever being addressed in the tutorial.

It could be your route setup. As you found out you need to deliver coal to one of those stations. But sometimes the default action at a station becomes "exchange workers" or similar. You have to change the action to cargo. I think that happens when your first station on the route is a city. Ran into a similar problem where the train did not pick up stones because of that.

If you keep your Villages stocked with coal the Passenger trains will automatically refuel from the Village storage

Make sure you have installed the coal bins at the sawmill as there needs to be storage for coal there, it won't store coal by default.

That was my initial thought as it made sense, so I built one but the coal train still wouldn't unload even though it was full, it's worth noting that this was happening on the Paris map and I had adjusted the the existing coal route, maybe that was the problem, I will start the map again and see what happens, thanks for the reply.

I'm having this same exact problem. I have a ton of coal storage at this station and it won't unload coal at all. I have tried so many different settings.

when I click on the station it says there is no coal storage, even though I have a ton of those things connected to the station. I think they are bugged out. They don't seem like they are working anywhere.

For trains not getting enough fuel when the station has fuel: Try changing the train route instructions from OR to AND. You can also explicitly set trains to not leave the station if they aren't topped up.

I solved this problem by just using load unload instructions and nothing else, as a result coal gets dropped at every station, not as much as I thought but the stations are still supplied.

My problem, still pretty early in game, is that a 5 car train only hold 250 coal. So I had to have 2 dedicated 5 car trains to keep the coal topped up at all my stations, and with coal at every station it became much easier to keep all the OTHER trains topped up. I only have coal, wood, stone, and potato right now.

I create "industry coal" trains consisting of 1 engine 1 tender and 2 hoppers. It services all the industries associated with the that town. I use the load and unload. it works fine as long as I keep my bottle necks to a minimum. I also use distribution centers at every industry and they hold 200 coal so I never run out. Also I have a coal train going to every town.

Your coal isn't unloading because you've scheduled your trains to leave the warehouse if they have over 52% cargo, and leave the station if your train has more than 50% cargo. So if your train is full it'll just leave, because it has over 50% cargo in it.

You should set your warehouse so your train leaves when it has <= (less than or equal to) 50%, and have the station just wait 20 seconds. That way, it'll go to the warehouse, empty its cargo until it is at 50%, then go to the station and empty the rest of the cargo, then go back to the coal mine and repeat.
