I've made a screenshot of it. Afaik it should be unlocked
The top of the screen shows me having 3500 steel, far more as the 100 steel i need to have produced
I also assumed that steel would need to go to the warehouse but my train will not unload there. I am hoping this is also a bug.

Yes, I figured that out too but thanks for confirming. It should definitely be more clear.
So I delivered steel directly to a town (pop. 19,265 with approval rating of 151.8 and all needs satisfied) and was able to build two tool shops and get them producing. I've maxed out tool production for this setup at 400 tools and have 400 steel ready to be made into tools but production has stopped. When I try to add more tool shops, the build menu shows wood and cut stone available but shows required steel as -200 (96) in red (the others are white). It will not allow building more tool shops. The inventory for the town shows 400 steel available. I don't understand why the build menu shows steel in red when there is more than enough steel in inventory. And I don't know what the 96 in parenthesis means. I can't find anything that relates to the number 96 anywhere.
Also, the tools aren't being consumed by the citizens. What exactly are the tools for?
Any ideas on how to resolve this mystery?
Supply the tools to the industry, such as coal mine, sawmill, etc.
The will work faster, while consuming the tools ...
