Tools shop?

So i have steel, i can build steel bridges, but i can't find the tool shop in the build list.
I assume you have to build it in a town, but its not in the build list when clicking the town. Neither on any of the build options of the warehouse, smelter or other factory.
Am i missing something?

Have you checked the progression graphic to see what the pre-cursors are?

I've made a screenshot of it. Afaik it should be unlocked
The top of the screen shows me having 3500 steel, far more as the 100 steel i need to have produced

Having the same issue. Obviously a bug.

I also assumed that steel would need to go to the warehouse but my train will not unload there. I am hoping this is also a bug.

Checked Discord and the dev added a mod that fixes this. Simply add it and you should be able to see it.

For the warehouse, you actually need to build a medium storage at the warehouse to store the steel. This had me confused as well. Thanks for the mod :D

Yes, I figured that out too but thanks for confirming. It should definitely be more clear.

Adding the medium storage, I was able to unload steel at the warehouse, but it does not show up at warehouse inventory and is not available to use for building tool shops in any of my towns. The medium storage I added shows it contains 400 steel.

So I delivered steel directly to a town (pop. 19,265 with approval rating of 151.8 and all needs satisfied) and was able to build two tool shops and get them producing. I've maxed out tool production for this setup at 400 tools and have 400 steel ready to be made into tools but production has stopped. When I try to add more tool shops, the build menu shows wood and cut stone available but shows required steel as -200 (96) in red (the others are white). It will not allow building more tool shops. The inventory for the town shows 400 steel available. I don't understand why the build menu shows steel in red when there is more than enough steel in inventory. And I don't know what the 96 in parenthesis means. I can't find anything that relates to the number 96 anywhere.

Also, the tools aren't being consumed by the citizens. What exactly are the tools for?

Any ideas on how to resolve this mystery?

Supply the tools to the industry, such as coal mine, sawmill, etc.
The will work faster, while consuming the tools ...
