Those fuel coal need to be restocked by transport and unload with a train to the station
Except the coal mine which restock itself by mining

2. As far as i reach lumber have zero uses right now in city stations, lumber need to go to wharehouse*in early and mid game*. Coal is optional in City stations if you have it as a main hub and refuel station is good idea to supply it with some coal. The city itself don't use it so far in any "recipe" its just to fuel locomotives and tender. But ofc other design relly on refueling on facility to avoid having coal trains in busy stations.
Edit: checking in game you have paper and books that needs planks i guess late game you need them, also you need coal for clay later on.
