As per topic. Can you play the tabletop game without the app, using only the manuals and description whereins?

Like heroquest, or sword and sorcery...

No. It is how the entire game is run.

Nope, the two are linked. There's a lot of great RPG-like boardgames out how that don't require apps, so don't worry if this one requires it.

you might want to look into Descent 2nd edition, as that one doesnt require an app.
I like it a lot, but you do need 1 player to be the dungeon master

Players fight the monsters controlled by a player, so for that matter you could call it pvp
