Help, Please?

When I try to play the game it fails to start and says "app already running" I have tried restarting my computer, steam, clearing the appcache, and re-downloading. None of this seems to work. I'm using Windows 7, and my graphics card is up to date, GeForce 770. Intel iQ7 quad processor.

Try opening the task manager and looking for the process in the background. Though if you restarted your computer I'm not sure if that'd work.
