Report a translation problem
My monitor has a native resolution of 1280x1024 so the game runs at 1024x768 in the middle of the screen with a black border all around.
I wanted to play at 1024x768 (max resolution of the game) full screen but without changing every time my desktop resolution and messing my icons placement; I'm using W8 64 bits.
So this is the solution I adopted and it works like a charm:
1) go to http://12noon.com/?page_id=80 and download the little FREE utility called DISPLAY CHANGER (both 32 and 64 bits versions are provided)
2) install it and copy the DC.EXE (32 bits) or the DC64.EXE (64 bits) from the directory where the small utility was installed to the main SE4 directory.
3) modify the command line adding BEFORE any GOG shortcut to the exe the following:
"C:\Space Empires IV\dc64.exe" -width=1024 -height=768
so at the end you'll have a line like the one below:
"C:\Space Empires IV\dc64.exe" -width=1024 -height=768 "C:\Space Empires IV\Se4.exe"
(In this example I used the 64 bit version and the game was installed under C:\Space Empires IV)
The small utility change the resolution BEFORE executing the game and restoring it to the desktop values when you exit the game.
I have tried it with several other games and it worked every time.
I created ShortCut
"D:\SteamLibrary\SteamApps\common\Space Empires IV Deluxe\se4\dc64.exe" -width=1024 -height=768 "D:\SteamLibrary\SteamApps\common\Space Empires IV Deluxe\Se4\Se4.exe"

Unfortunately I'm a complete technophobe, so I only got as far as step 3 in your guide before I got lost. Where can I find the "command line" that I need to modify? When I start clicking on the dc64 file it just comes up with a message box that I can't do anything about (and don't understand).
Any indulgence for an old man like myself would be greatly appreciated.
If you open a notepad, and put in the following text:
dc64.exe -width=1024 -height=768 "C:\Program Files (x86)\Steam\steamapps\common\Space Empires IV Deluxe\se4\Se4.exe"
and save that line as a .bat file
and save the bat file in your game folder (along with the other display utils)
then running the bat file might work (maybe without the quotation marks as well)
Hey, maybe a little bit late but for people who looks into this solution, here are a more detailed step-by-step.
1- Download the program from: 12noon.com/?page_id=80
2- Unzip.
3- Copy dc.exe.
4- In your Steam Library, right click on Space Empires IV, then Manage and Browse Local Files. This should open the Explorer and show where the Se4.exe file is located.
5- Paste dc.exe in this folder.
6- Right click on the newly pasted dc.exe and select Create Shortcut.
7- Put the shortcut wherever you want to be able to access the game from (i.e. Desktop).
8- Right click on the newly created shortcut and access properties.
9- In the shortcut tab, you should find Target which gives the location. of the .exe the shortcut points to. Should look something like: "C:\Program Files (x86)\Steam\steamapps\common\Space Empires IV Deluxe\se4\dc.exe"
10- Replace Target with "C:\Program Files (x86)\Steam\steamapps\common\Space Empires IV Deluxe\se4\dc.exe" -width=1024 -height=768 "C:\Program Files (x86)\Steam\steamapps\common\Space Empires IV Deluxe\se4\Se4.exe"
This will tell dc.exe to open Se4.exe with the specified width and height screen.
11- Maybe your path won't look like mine, so you might need to adjust (i.e. if your local disk is D:, or if Se4.exe is located in a different folder, adjust accordingly).
12- Run the shortcut you just edited, it should run Se4.exe with the desired screen resolution.
13- Optional: Rename the shortcut and replace the icon.
