I played this game again and can be certain that the number of strikers is not only related to the choices in Chapter 2,even if you and your cousin save the children together, there may still be many people involved in strike. In a post I saw before, the developer's response was very ambiguous. He said that the number of strikers is related to your performance when you asked the miners in Chapter 2 and who you spent time with in Chapter 3, and even to the choices in Chapter 1 and Chapter 3.
The attitude of the miners towards me is the most puzzling condition for me. I have played Chapter 4 many times, and I only heard the strike leader Davis comment that I am a good person and allow me to cross the line to meet my cousin Once, I really didn't quite understand how this worked. In Chapter 2, I have always avoided asking miners too much about Wayne's situation.
From what I could gather through my playthroughs, the decision made in chapter 2 has always been the deciding factor whether or not there are bunch of people in the strike. I've never actually gone through with the decision to leave behind Alexis and Becka (only chose the option for the achievement and then went back) so I'm not sure what happens there, but as far as I know Tabitha will only be considered a 'hero' if Rosalina is rescued (while Keen Eye saves everyone from harm, it also means people are more focused on the mine collapsing in general over the circumstances surrounding it).
For contextual purposes, when talking with the miners I've always taken the approach of asking the majority of the questions without pressing them or revealing you're related to Tabitha; for chapter 3 I end up hanging out with Tabitha, and its always been my Keen Eye playthroughs that end up with the massive strike. As for being let past the line, if you go to the diner first in chapter 4 and get Kaneeka to vouch for you, it will be considerably easier to talk to Tabitha at the mines. Hope this helps!.
That's actually really interesting. I always thought it was Keen Eye that made the strike stronger since it's the only thing I've ever done majorly different; I've only ever talked to the two groups of miners before talking to Tabitha (with the exception of my Street Smarts playthroughs) and I've always managed to get a weak strike with the exception of my Powerful Build/Keen Eye mc. I wonder then if there are any interactions in chapter 1 that could count towards the strike (like how you act in the diner for example), cause that's the only other thing I can really think of.
From what I understand Keen Eye can make it so everyone gets out safely, which means Tabitha never has to organize a rescue operation. Thus, as far as everyone can tell, it's just a mine collapse and that makes it look like she's negligent instead, strengthening the strike.
Also Introducing yourself on Day 1 means the Miners already know who you are and thus your association with Tabitha. They eventually find out even if you don't tell them, but it's easier to question them about other things on Day 2 if you didn't. This doesn't appear to have any bearing on the strike, just their general attitude towards you.
The only other thing I know of that weakens the strike at all is getting advance warning of it and passing that along to Tabitha on Day 3. I don't know of any other factors that influence the strike's starting strength.
