Report a translation problem
One of the ways we add complexity to worldstates is by making it so major turning points like the intensity of the strike, whether tabitha takes the sacrifice in E3, and whether you're able to romance someone are decided by a large number of weighted variables.
So while the combination of taking Tabitha to the mines in Episode 2 and rescuing Becka and Alexis holds significant weight, it's possible to still have a strong strike depending on other variables. Some, but not all of the things we look at for that calculation include:
1. How you behaved while talking to the miners in Episode 2
2. Your relationship with Tabitha
3. Who you spent time with before meeting the mayor in Episode 3
4. The outcomes of the major decisions in Episodes 1 and 3
Hope this helps!
-Be polite to the miners when you first "interview" them. You can ask them almost any Explore question, but be prepared to drop a line of questioning and don't press them on stuff they don't want to discuss. Don't try to lie and say you're a cop or union rep (they know who you are).
-Be nice to Tabitha. She genuinely is a good person, who's very lonely and full of regrets. Show her that you care and want to be her friend.
-If you have the Book Smart trait, read the architectural book and maps when researching with Stella and Kaneeka at the library. (This will help you get past the picket line later.)
-Call Tabitha before you go into the mines after Rosaline, but don't wait for her to get there.
-Save all of the teens. Don't leave Alexis and Becka behind. Focus on Rosaline being mature while you, Alexis, and Rosaline are waiting for help in the mines. (Don't claim credit for being a hero.)
-Wait on Tabitha when she's picking up tea at Sybil's. Don't rush off to hang out with Kaneeka, Stella, Oliver, etc. Encourage her to join you for Mayor Jimmy Day. When Becka's mom confronts Tabitha, don't throw Tabitha under the bus. (I chose "Becka's dad told her it was safe to play in the mines, of course he got demoted" as my response.)
-Invite Tabitha ghost-hunting. While in the nightmare world, bond with her and learn about the family. If your MC has Book Smart, you can get out of the trial without either you or Tabitha having to sacrifice. Otherwise, sacrifice yourself.
-When looking for Stella, go to the diner before going to the mines. Listen to the miners but don't weigh in on the situation. You'll learn that Tabitha is being seen in a heroic light for helping save the teens. Speak to Avery privately. You can get a little more information about the miners' grievances from him.
-Go to the mines. If everything has gone according to plan, there will only be about three strikers there and no police presence. Ask the miners about their grievances. Ask them why they didn't talk to Tabitha first before striking. Don't take a stand one way or the other -- just listen and be empathetic to both sides. Offer to talk to Tabitha for them.
-Go talk to Tabitha but don't cross the picket line. One or more of your traits should help you sneak in, find a loophole, or charm your way in without technically crossing the line.
-At Tabitha's office, knock once, then enter. Call out Rodriguez. As long as you have a good relationship with Tabitha, she won't go all crazy on you for barging in. Tell her not to fire Davis because that would undermine her current status as hero. (She's surprised and touched to hear that people consider her a hero.) Talk to her about the strike. Again, show empathy for both sides. Especially show compassion for how much responsibility she has. Tell her what the miners' grievances are. Suggest meeting them halfway.
-When you leave the mines, don't rat out Rodriguez. (That would give the miners ammunition against Tabitha, and you've already convinced her not to fire Davis.)
I didn't wait for Tabititha I went to meet with the miner who had info but then informed Tabitiha of the strike and got a weak strike.

I assume you need Street Smart for that? Whenever I play without Street Smart, the miner won't hang around to talk to the MC when you first visit the mines, so I don't get the option to meet with him.
Yeah, either Street Smart to slip your phone number to Isaacs, then meet him and ask him, or you can hang out with Avery and learn from them.
I know you can slip your phone number to him when you meet them if you push on the subject of Wayne with I think the second group of miners they'll all leave except him and you can give him the phone number this may require street smarts but I'm not certain.
