Perk Fidelity Useless?

Am I understanding it properly, the Perk decreases my damage to 50% if i miss 5 shots or how does it work? What Accuracy do you need to get at least a benefit from that?

So it never actually decreases your damage below your normal base damage. Every time you hit an enemy it ups it by 10%, and when you miss it lowers it by 20%. The max increase it will allow you over your base damage is 50%. So if you land 5 shots without missing any, you are now dealing 150% damage, but if you miss 3 shots after that, you're back to normal damage (or 100%). It's good for accurate weapons.
