Hey ya'll I just got to the end of the game after experiencing a ton of issues getting the last few things I was missing so I wanted to explain how I got passed the bugs related to not being able to progress.

And yes, the game is partially broken. Here's how you fix it, spoiler free:

Again, this is spoiler free. Any mechanics I mentioned are explained in the "How to play" section of the game. if you are super super sensitive and don't even read the "How to play" maybe you consider this spoilers. To each their own, no story content will be given.

Okay, so, you've gone like 10 loops in a row and you can't get any events to spawn even though you're following a guide/using the event finder button. What gives?

The game has an issue with extended play sessions. I don't know the exact loop count, but once you go through a decent number of events/loops the progression bugs and stops working properly. The characters are supposed to "level up" as you go through loops, learning new skills as you fill out their data. This doesn't work right and you need to go back to main menu and re-load your save to get it to trigger. Here's a step by step guide I used that allowed me to get 10+ events in a row and unlock all the skills/events I was missing to finish the game.

Step 1: Press Event Finder Button.
Step 2: Go through the first debate. Do anything you want, try to target events you know you need. (IE, make friends with a person you want to learn about, etc)
Step 3: At night, after the first person has been frozen but before you go meet with someone, hit ESC and return to the main menu.
Step 4: Load your save game. You will be back at the map screen for the night menu.
Step 5: If you got really lucky you'll see a new event spawn right away, one that wasn't there when you logged out (the map data, profile data, etc is completely rebuilt on a fresh load, fixing the bug)
Step 6: If you don't have an event, this is key, FINISH THE LOOP. It doesn't matter if you win or lose, just finish the loop. This locks in the new progression and finalizes a save.
Repeat step 1-5 every time the game slogs up. I had to do this a few times towards the end of my save, sometimes every other loop. But, i got an event AT LEAST every other loop until the game finished, sometimes 3-5 in a row.

Other tricks:
There is a way to reset your stats. Find it, and use it if you are targeting specific events/skills that may require different stats. Having decent stats seems to increase the odds of a skill in that category spawning.
Some events may require you to have learned most/all the other skills in the game. Not all the guides (especially spoiler-free) have every requirement listed, try going for skills if a targeted event just won't pop.
If you have been playing for a while (50+loops) and have maxed out a character page and they aren't changing their behaviors (using new skills, being smarter, more aggressive) you need to reload. The game is SUPPOSED to get harder as you go. If it isn't, it's broken and you are gonna lose access to events. Don't waste loops, reload.

We get it. The guide is for people playing the Steam version for whatever reason that way be.

alt-f4 is the quickest way to close the game.

As someone that was able to get all of the events and skills without tooooo much of a hassle (pushing 19 hours of gameplay) I think the best way to ensure everything works as it should is via the Esc and then returning to main menu and reloading at the start of each loop. Everyone used their high level skills as they should when I did it that way. Though, it seems like mileage may vary for different players--and from the OP, it seems like events can potentially spawn on load in even from the map screen? That's neat to know.

It's a shame we have to go to such lengths to get around the issue of course--marring an otherwise amazing game--but Playism seems aware of it now, so hopefully it's fixed for people soon.

Yeah, it'll be up to your system what is actually faster. Alt-F4 definitely works too but if you're playing on a laptop booting the game back up might take a bit.

yeah thats what I experienced once I started restarting the game. I was on loop 120 and no one was doing anything different than the start of the game. Then I reset and all of sudden people are Retaliating and Obfuscating and all these other things I'd never even seen before.

I had NOTHING happen from loop 70-110 or so and then did the tricks above and suddenly beat the game in like 15 loops

A dev acknowledged at least one of the issues tied to the logic not triggering correctly on the latest page of the bug thread: https://steamcommunity.com/app/1608290/discussions/0/3190238550310805354/?ctp=6

Hopefully that leads them to the root cause of the issues.

From what I understand, the Switch has no such issues and works as intended without the need for resetting each time, etc.
