is the only way to beat this boss really to just stack 99 phoenix down and pray? or is there something I'm missing, ok I havent hit 255 in all stats but I feel still getting hit for 99 999 is a bit much

100%. VIT & SPR especially need to be as close to 255 as possible, to reduce damage and attacks. I was getting one-shotted by Minerva with around 220 VIT/SPR. Used Fusion to get those up to around 250, and the fight was simple after.

There's no excuse at all to not max the main stats, you can get +100 on any materia you want with whatever stat you want, very very quickly once you've unlocked the minerva fight.

Costly punch is a noob trap, it's massively overrated. It might serve a purpose in a low level run, but for a normally leveled character at the point where you'd be facing this fight, you got way better options. Stop trying to costly punch minerva, and it'll make the fight way easier.

Darkness is also a defense penetrating non-elemental attack, and it's way easier to land it without getting punished, and can still hit for 70k+ with max stats. Then you can iframe and heal with aerial drain.

IDK I did Costly Punch for Minerva the very first time, and won on the first try. You just have to know which attacks to dodge and which ones to guard. But I agree there are definitely easier and less risky ways to do it. It can be done with regular attacks even.
