Edit (added my specs):
WIndows 10
Nvidia GTX 1660 Super (driver version 516.94)
i5-4670K
16GB Ram
GENERAL PC SPECS:
Windows 10
RTX 2070 Super
I7-9700
16G Ram
I'm not really concerned with my specs i don't feel like that is the problem as my computer exceeds the requirements
Right click your desktop, go to display properties > advanced and make sure your frames are set to the correct value, sometimes after updates i've seen this value default.
EDIT: Set screens refresh rate to 120hz still no change game frame rate is also 120
I've even turned off all overlays to see if that was a cause, to no avail
I'm sorry that didn't work. Did you try disabling Gsync?
Are you running windows 11 22H2 by chance? There is a known issue with some games having stutter issues, there is a supposed fix though.
In the Programs and Features window, scroll through the list of apps until you find NVIDIA Frameview SDK Service. Right-click on NVIDIA Frameview SDK Service and select Uninstall. After disabling the NVIDIA Frameview SDK Service, restart your PC and launch a game. The stuttering problem should now be fixed.
Edited to add: To check your windows version just type winver in the OS search bar and hit enter
I am on the 22H2 version of windows 10 I've uninstalled the framework and will start a reset will Edit with results
EDIT: I'm pretty sure computers just hate me at this point, I uninstalled the sdk framework and it didn't stutter Off the bat only when i loaded into the save file proper. It seems to be only this game the stuttering is happening, any other game i've launched experiences no such issue
I only have two more ideas
1. Turn off the Windows Game Bar
2. Disable Vertical Sync (V-Sync)
I noticed on the performance graphs my GPU utilization SUPER dips during the stutters equalizes than dips again I don't know :/ I really appreciate how helpful you have been Kasper.
Your in game res matches the desktop res right?
Are you running 4k? Have you tried setting both to 1080?
No clue what would be causing it at this point other than something else you have running in the background
You could go into the task manager boot list and disable everything that loads on boot and see if that helps
You would be surprised how many things run in the background that you never pay attention to/notice. After all the trouble shooting we have done, I'm leaning towards it's either a bad driver, not enough memory, or a rogue program running in the background.
Damn, it really does sound like maybe you have a hardware conflict somewhere they aren't aware of. I would try contacting their support directly and attach a DxDiag
I'm sorry we couldn't find the issue
