You can farm an immense amount of SP to use it for testing, though, from a certain common mob enemy that gives you millions of SP every few minutes (about 100k+ per battle, like 3s battles). It involves one of the mover enemies. Search the forum for the farm method or my post history if curious based on that info if you end up needing it, or you can try Google but any other method aside from the specific Movers is far slower and iirc Google had a lot of outdated bad info on this subject.
As for a direct answer to your question, however, I'm going to bet more than 2x SP Turbo will already hit the absolute damage cap in most cases with decent stats against most enemies. At that point you want to opt for multi-hit attacks for more dmg like Energy, Electrocute, the spin yellow materia thing mentioned above, etc.
For anything outside the super boss I'd say magic is superior due to range, spam, safety, and number of hits/dps beating it.
Yeah, I didn't play the PSP version and quite glad. Having to do Costly Punch for the boss would make it so much longer. Reminds me of Yiazmat all over again using more basic tactics.
