As for the remake you can tell Zack is in a different universe because of some clues such as teh Stamp logo (the shinra dog mascot) is different from the one in the main party's timeline. You can also see that Cloud is alive as well as Zack but Cloud and Aerith of that timeline don't know him to be alive and Cloud has the buster sword as well. The people at the church are there when they shouldn't be and the church, itself, is quite different (this is actually a substantial change as it existed almost certainly before Aerith and Zack were even alive which shows just how far that timeline diverges at points). We aren't totally sure how Zack will be worked into Rebirth tbh as there are a few different possibilities and not all of them even have Zack physically meeting the main party by crossing dimensional boundaries but rather influencing/communicating from a distance. What is strange and seems so far overlooked is Sephiroth's character which, at least so far, seems singular between the different timelines... The only theory I can take for this, thus far, is the others were either killed by him or in the future or merged (via lifestream consciousness, etc.).
he IS the authority couse he's the main plot designer with Kitase. And only Kitase can reclaim this authority. And he done it kicking him couse Kitase want more modifications that Nomura didn't like and wanted to be close tot he original. I think you did not understand what's going on. The director aprooves this timeline, the original game is a non-real future projection of Aeris and the FFVIIR is the current real timeline and canon.
