Tuning is increasing the gap between players without them knowing (What do you think?)
I'll be honest I didn't even use it at all in the beginning. Did decent enough without, and I still do, that being said I mostly play unranked because it is more fun with less stakes.

But you quickly start to notice a difference when you come across any deku, blue toga, deku again maybe purple shoto.... Weren't they supposed to be nerfed this patch?

Now I actually like the tuning, but only when it benefits me... But imagine not having access to most if nothing at all and coming across a deku red, yellow don't matter, let's make it worse by having you play the same character zero tuning. How would that go? Yeah you might be new, but you have an excellent aim and are a previous pro in Counter strike and Fortnite, most people aren't like you... but they do have all the tuning they could wish for and auto aim turned on...

When you can win by paying or being more lucky in the gacha then someone else, there is a problem. This is a PVP game. I don't mind that you have a character that I don't, just make sure the rules are somewhat equal or balanced. Talking about balance...

Tuning adds more balancing issues. If you thought having the new character gave someone an advantage, imagine them having the new tuning instead, but you cannot see it until you get hit or die. I feel tuning was more of a business move than a move to make the game better. It does give new advantages to old characters, but also makes the good character even better.

The easiest way to fix the tuning balance issue would be to have a button to turn all tuning stuff off, until you feel like you got some good stuff yourself...But of course that would still lead to a need for balance among the "Free tuning" and the "Not so free tuning / gacha tuning". You see the problem?

In its current state "tuning should not be a thing". They already struggle to balance the game as it is. Tuning adds another layer of problems. Having it as a part of the Gacha system does not help. It gets more acceptable if you can get it through "in game money" or through level, but honestly it should be like... hear me out, like league of legends rune system; all free from the very beginning and continuing to do so as new tuning stuff gets released, Or stop making more tuning and settle on a baseline that you can actually balance around.

Quick league of legends rune system explanation
It used to be a system that allowed you to add all kinds of small stat buffs, each buff adding a little badge or 4 or 6 big buffs to your character's rune page. It was free, but needed lots of time to finish a page with in-game money. I frankly never bother with it. Cause I wanted new characters instead of some small stat or sometimes big stat buffs.
They changed the system in a newer patch and they settled on a skill tree system instead.
You could now choose between 5 skill trees and pick 2 out of those where you would be given increased stat and effects fitting your characters playstyle. This is still how it is today and it too needs balancing, nothing is perfect. BUT OH MAN was it a big change that made the game so much better.

I think something like that would really benefit My hero ultra rumble. We already have the skill trees. Now let us pick between those and not lock it behind skins and make it free.

Honestly I agree with you there, The Tuning should be more affordable if they're gonna keep it at all. We earn lots of gold in the game, but its uses are really limited to Some fashion and visual items like profile banners and some emotes. I don't see a problem with making the tuning items purchasable with gold. At least everyone could have a chance to tune then.
tunning is p2w, devs made it slightly better but still p2w. just like the skill sets
Tuning marked the downfall of the game honestly.
Tuning is actually a cool strategic feature. The problem is the rarity of materials and the fact that beginners cant use it.

If tuning were allowed for everyone that would be perfect.
