Realistically, not all your matches will be maxed out on points, so expect playing the game a good bit for that.
Agencies can double the points you get for your license, so you get up to 10k points. Try and join an active Agency for that.
An alternative is to use your Hero Crystals to hop up a couple ranks, and another Thread in these forums already gave an answer to that, albeit I do not remember how far you'd get with what you're provided. 100 Hero Crystals per week give you 10 Tickets per day, so don't spend them all either.
All in all, you'll likely have to play the game a good bit first before unlocking Toga. This is fine, as you can work on your gaming skills up until then and learn how others play.
I'm not very good at the game yet, so in avg. I only made 1k-2k per match. Thus, I would need 15-30 matches per Rank. So, roughly I will unlock Toga after 225-450 matches. And double it for All-Might around 450-900 matches if I'm stayed this pace
