How do I unlock tsuyu?

You can't use the ticket on her, level 7 of special license (go to license and change from season to special) and that is how she is unlocked. Be warned if you are f2p it is gonna be a grind, heard you can use the premium currency to level it up but if that is true this might just be a con to screw over f2p people so those with money spend it.

You can't buy hero crystals on steam version. I dont' see an option.

Then you are going to have to play a lot of games, hope you enjoy those 3 free uses because for a bit that is all you get I suppose.
