also if you hit Froppy a bunch she'll probably go away. this does not solve your conundrum as Froppy will come back for you but you bought some time at least.
froppy has to come to you, to fugg you up. (unless she alphas you in mid air 3 times and runs away)
characters who can "fight without being there" should be effective. like dabi and shiggi's floor fire and traps. kiminari might have a chance using his alpha to wall her out but ive never done it. kiminari would be REALLY good if his ball lightning move had stagger on first hit, instead you'd have to get lucky when you release it.
not sure who else has moves that stay active like the floor fire and zappy lines.
You can also try and catch Froppy with Kendo shield, but no one plays Kendo.
Ideally you want to use your special ability to fly then shoot her down while you have momentum and you're higher than her.
