Pretty sure that means that the unit can teleport. They only need 1 AP to move over any terrain and they can blink around on the battlefield.

Dig around in Agartha until you find the Earth Citadel with the third King of Elemental Earth.
That citadel is a portal to the Elemental Plane of Earth, and from there the Nexus is just one portal away.
I actually never tried flooding hell with an aquatic species, but good point. If that actually works that would be great.
