Steam.dll file error - Solutions not working. Please help

I have run the program as admin, I have the compatibility set to Windows Vista after troubleshooting, my OS is Windows 8. I have verified the game files. I have restarted steam. I have also restarted my computer. I have copied and pasted the steam.dll from the root folder to the game folder.

None of this is working! Does anyone have any further solutions? Because I'd love to play this game, but just can't seem to, and may need to get a refund.
