Another faction doesn't mean all factions will be played in the same match together.
Yes, Ordos are also very unnecesary seen that the lore books have multiple interesting houses and factions. Ordos are a fan favourite sure. From more than a decade ago, in a completely different sort of game. 4x is not RTS.
Ordos are not canon (Not Dune) and not needed for this game to shine.

I would love to see Bene Geserit or Fenring, or Ginaz (swordmasters)
Ecaz, Wallach, Ix, Tleilaxu all interesting.
You see? Enough interesting choices beyond the non-canon faction.
I do wonder a bit for the necessity for every party to be on Dune. I hope the campaign makes sense in this regard.

In total there are more than 50, or something like that, throughout the books of Frank and Brian Herbert. Jason Momoa plays a Swordmaster of Ginaz in the movie. Badass swordwielders. ;)
Why would the Ruler of the Known Universe himself come to Dune and harvest Spice? He is much too vain for that. Let the little minions fight over it, as long as the Spice flows into the coffers of Corrino.
Corrino isn't just a faction or House, it is the crowned law by heritage. It is the very backbone as to why the different factions are on Dune and why the systems work as they do.
Corrino commands, and the known universe follows.
Corrino is the reason Spice must flow. The reason tax has to get paid, the reason the different factions fight. (So Corrino can stay the most powerful)
This goes for the game and the books.
Therefore it makes more sense, as in other Dune games, that the Sardaukar only come if the Padishah Emperor is not pleased with anything, or if it pays enough.
I understand why anyone would love to be him and play with his soldiers but in the complete scope of Dune there has to be a hierarchy which will be obliterated if the Padishah Emperor Shadam IV mingles in pitiful little controversies below his divine standing.
Or so he says.

P.s all drug addicts with power are reason for spice to must flow - Guild and BG especially. For Emperor is a grant to stay in rule only. Guilds says that they dont care who rules until Spice flows.
You are correct. The intricacies of power in Dune are much more elaborate than i described. The Spacing Guild needs the Spice to control its monopoly. F.I.
p.s. I loved the ES2 solution with The Academy. Something along those lines would be excellent. I don't think it's necesarry for Corrino to actually be present on Arrakis. I'd prefer them to be more like a big brother watching from the known universe at your every move.
