The quest reward is telling you basically the next building improvement, (even if it's to replace an existing one) that you make with it will be free of resource cost, note that prerequisites such as technology unlocks still apply.
Corrino, as Lonesome Wolf mentioned is an exception, everyone else is restricted to their starting outpost. This is the due to their tall playstyle really focusing down them building only around their HQ as everything else is super costly and inefficient. Deploying an additional HQ gives them better reach over the map, their HQs are also a little more restrictive in slots to also balance the advantage.

Hover over the icon of your capital building soon as you load into any conquest map, and look at what the building is called, do the same for any enemy faction you see, if you still don't believe me.
Factions that have this same exact building are Harkonnen, Smugglers, Ecaz, and Vernius. Corrino have their Imperial Base (frigate). Fremen have one called a Sietch instead, all of these function the same way in terms of purpose.

I’m assuming you still haven’t figured out how to create an advanced outpost? Thatd probably be because it’s not a mechanic for anyone but Corrino lol

All factions in Conquest mode get 1 Advanced Outpost (more if you are Corrino) - it is for all intents and purposes your HQ building
