Second off, Landsraad Guards are timed units. They are going home eventually anyway, unless you get them killed by misuse, laziness, or sociopathic cruelty.
These two factors allow you to extrapolate: They don't technically work for you, so their well being isn't really your concern. You have temporary command of them, so use them as cannon fodder, or treat them as fragile glass that must be cherished. It's up to you.
I think the main game design reason is balance. If they could be replenished, they would represent a greater upset in balance than they currently do. If you are clever with them, your losses will be minimized and they will return from whence they came with nary a scratch....
You will find that Fremen units that you get from Loot Crates, Scavenged Ornithopters, and other temporary units typically don't regenerate. I think the CHOAM Mercenaries might be an exception, but you paid dearly for them, so you get your money's worth.
The Rule of thumb is: If you didn't pay for it, you get what you pay for. Hero Units cost you getting to a certain Hedgemony, so you effectively pay for them.
