For the purposes of being inside a friendly zone, you should see a ring outline around a village indicating a supply zone, which can be extended by buildings you place; if you have that overlay enabled. I think it is by default at least. And yes, any unit, land or air will regen health once inside a supply zone, unless you are running a resource deficit they require, manpower for organic units, Solari for all mechanical ones (drones, airships),
Bear in mind also that any village under the effect of the storm has its airfield and turrets rendered inoperable until it moves on; can be useful when attacking.
