My understanding is that no one produces fuel. If you have the energy resource, you have a flat amount for each source. There is no Fuel income for anyone. So, if it is required by the map, then the map will provide the method as well. That should be the same for all of the factions, and will not rely on building the Fuel Cell Factory.
also fremen cant take any regions on the campaign map, like the one that gets +20 fuel cells, and they also cant use any developments that give +3 fuel cells.
it might be possible to get a small amount from trading, in the spaceparts building, that requires a mission to unlock, its not worth it.
you need to either make money other ways or avoid this mission.
That is the point I am trying to make. When you have missions like these, they will include special sources for the resources required. It is not a bug or a mistake. The resource will be there for the Fremen, it just won't be gained the normal way. It is written into the scenario as a special trade resource instead of the Spice. I haven't gotten to this mission yet, but I have played others like it, requesting resources that came from a different source as part of that scenario. Play the mission and figure it out. One required Authority to be traded instead of Spice, which as you know rarely goes above +10 or so. However in this scenario, allying with a sietch gave something like +40 Authority. In another Scenario, Intel was required instead of Spice, which again is usually a very limited resource. However, it was possible to gain enough Intel from the village perks and Statecraft buildings to manage the finances (nearly everything village gave +1-2 Intel, sometimes more). In both of those scenarios, there was NO spice to trade or to harvest. There was no tax collection, and no reason to build the Refineries, Harvesters or Caravans. There was no spice to be found, nor sandworms nor anything related to the Spice. The CHOAM traded only in the other requested resource for your income. Just because Fremen don't use and can't make Fuel Cells doesn't mean they can't be acquired in that scenario. You are (very probably) making a false assumption.
I am playing the Fremen currently, so I suspect in a week or so I will figure it out first-hand. Just play the scenario, figure it out, and post the solution for the rest of us, Yeah? Don't just assume it can't be done.
back in the real world, fremen just dont produce fuel cells, the buildings dont require it, the ships dont require it, nothing they have requires it. because they dont have any.
im not assuming it cant be done, it just cant. you are the one assuming it can.
What is the region called?
I assume its the Volcanic Range. Searching myself how that mission works for fremen.
