Not true

A damaged base will remain damaged (by "base" I am assuming you mean the HQ building you start with... and the Corrino additional bases)

There is only one thing that will 'repair' the base, and that is a Landsraad edict which gives the selected player a regen of the base health over time for that Landsraad cycle. It is more or less the opposite of "Architectural Surveys"
