Scout first, expand later. Certain factions, such as the Fremen, won't really value uniform expansion. Since your spice harvesting crews will be all over the place, you're better off just building toward priority zones and special zones. Corrino incurs penalties for expanding too far, but they can get some hefty bonuses for villages surrounding your main bases if you get the required research. Corrino will want to build tall rather than wide.
