How do I get a sietch to 100%? If you are busy for a while and then look again, the % has dropped.

Can someone explain to me how to get a sietch to 100%? Because I've had this game for over 3 months and never could I ally with them other than raid and pillige it. And then set up an agent.

I started with the easy one Atreides , then house Corrino. Conquest mode.

But in my last game I've noticed that the Fremen were also trading with the same sietch.
Is that a problem?

You need to own the province the Sietch is in AND have a free agent to assign and ally it after trading for long enough to reach 100 relation points, unless you're Fremen, they can ally even if they don't own the province which has the Sietch and without assigning an agent. Unless i'm missing some detail.

Maybe this is what I'm doing wrong. Normally I don't bother getting the province. I'll see if that helps later on.

I've tried it and it keeps going down so far.
