Why do you say such a thing?
The question about Mod Support relies not only on the workshop but on the news they made, the intent they shared, and especially the technical preparation of the game for it.
I see no XML ruleset sharing properties, I see no external graphical content to replace, I see no pack we can easily extract, no mod example, we only have compiled DLLs here. the only thing maybe we could replace is the music tracks. So if they allow modding it would need more data to be shared and which could be edited.
This means if they ever considered modding for now the technical status we have for a modder who would decide to mod it, is that it would be very very hard, maybe harder than previous Dune titles and it is even fair to say the game is not "moddable" or thought as moddable right now.
People could make hard DLL replacements, which is not recommended in today's times of workshops etc and would maybe have weak adoption.
Dune Spice Wars seems to warrant modding in most of its parts, and in EA I was thinking moddability will be added, but yet I don't see it ready for modding in its programs.
