The only thing I can find on Google is:
Spice plays an important role, and being Dune, this seems appropriate. It's a constant pressure as you expand because the spice required to fulfill your contracts will increase after each delivery. Fail to meet your contract requirements and you'll lose standing with the Landsraad.
What exactly that means, I have no idea...

I've been assuming it basically means:
"How pissed off the Emperor is at you"
But I dunno
pressure rises with every region you control, the missions to reduce a large amount of pressure can drop at any time, i had one when i had zero pressure
making a save right before you win a map, then reloading it if you dont get the mission you want, and you will get it eventually
Now by 'missions', I'm assuming you are referring to each map during the campaign, right?
Sorry, I've very old school and some of the terms are throwing me off that I hear the kids using nowadays...
Ya, that makes better sense to make my save checkpoints BEFORE the map is over. I was considering that anyways, so then I can go back and adjust what I spend my development points on. I was getting frustrated I couldn't save on the conquest map and I was realizing I could have made better choices. Good Tip
Okay, so essentially the more regions I control, the more Spice the Emperor will want - that is Spice Pressure. I also noticed pressure of sorts playing the Smugglers without paying the Emperor. The more Spice I had on hand - the more he wanted. So I would sell all the spice I had to the other factions just before it was due and make a bang from the factions behind and worried about making their quota.
Ya and you can harass their Spice operation, so they fall behind and will pay nearly anything for the Spice at that point. So, you offer them a deal they can't refuse, while you dig a knife into their back. Even on normal, the AI doesn't seem to realize what is going on and happily goes with it.
I read somewhere the emperor sends an assassin at 100% to kill you, that's why I was thinking, it basically means: "How pissed off the Emperor is at you"
So, ya, how does that tie in?
