Been awhile but provided it hasn't changed between versions: The Ancient Sietch is automatically discovered once you have allied with the prerequisite number of regular sietches as detailed by the primary mission objective (note you are racing against your competitors to do this). Forcefully allying a hostile (red) sietch also counts towards this total.

It doesn't actually spawn until that phase is complete, after which it'll automatically reveal and give you a choice, however it is locked to spawn in a particular location once the map is started so you can savescum and work around a bad placement.

Do note that it can spawn deep inside of enemy territory (sometimes right next to their HQ), and depending on your choice, can be a right pain to handle. It has a small zone of control you can use to resupply if you ally with them, however you will still need to trek there on foot as it doesn't provide shuttle coverage. Build up water reserves to increase your troops' supply cap.

So in short, focus on allying with sietches, then deal with them as you see fit.
