Start a game with each faction, get your mouse over the hegemony point(top right of the UI) and you will see what each faction needs to earn hegemony.
More territories + tax + is same for everyone and each faction has a unique way as well. Smugglers for example, used to gain hegemony by pillaging, but it was too strong and now, they only get extra when building underworld HQs.

I have only seen these five things listed there.
Conquering villages.
Spice deliveries.
Special regions.
Agent.
Special village building (forgot its name).
Never seen anything else listed, there is an agent that comes with +1 hegonomy per day but its a very rare spawn. On missions with spice, hegonomy rises really rapidly, and can be more than conquering villages.
Also if you get the 15% hegonomy bonus, it applies to all existing hegonomy as well, not just new after that point.
If you abandon or lose a village you lose hegonomy also. Thats the only way I know to get it down, if you too close to victory condition and want to play longer.
There are research stuff for hedge as well, but I can't remember all the names of each faction, I mostly play Fremen but in the campaign I play Atreides.
Just go through your research tree you'll figure it out.

... i have done a match playing Atreides, focusing on killing the Harkonen. Shortly after destruction of harkonen, Fremen won by hegemonie, That was very Frustrating cause i spent serval hours on that round.
As far as i can see it, winning by hegemonie is the easyest way and it looks like u need to focus on war against everyone to get that done.
Liberate their villages in the special areas that's giving them hedge.
They lose 1000 hedge when you do that.
I believe you're right some buildings also give hedge but I don't know them all.
Anyway that's what I've done and it works pretty good.
