Dune Governship Charter not appearing????

So I've been playing on insane difficulty as house Atreides and went for the landsraad victory condition. I absolutely dominated the politics and have held every single charter for like half the game, and the governership charter conditions have been met for a very long time with 4 sietches having allies and enough locations settled, but the governship charter will not show up at all. I have the game at 3x speed waiting for it to appear and it won't and now im just going to lose to a fremen hegemony victory and i cant stop it. Why wont the charter appear????? I keep getting duplicates of charters i already hold

Have you met personal requierments? That might be the only charter which 10k hegemony perk does not work on and if no one can be governor, the charter will not appear - you can tell who can be by the faction icon at the bottom of the charter.

This rng is really vexing. For me it's similar to AI timing on counter assassination ops finishing the split second before I can click 3rd one. Every FKNG time. And then follows 'random' reduce spy by 2 vote, when I get back to 2 or close to 3. Completely 'random' each time...🙂🙃

I have seen the Governor charter once in 20+ games.

And I have never, ever seen whichever one is on the extreme right of the five shown. I don't even know what it is off the top of my head, because it's never once appeared.

Yes the requirements for holding a certain amount of territories and sietche allies have been met for awhile
