That is wrong, house Ordos first appeared in the Dune Encyclopedia in 1884, approved by Frank Herbert himself.
it may have been approved, but it doesnt mean that it is a main faction of the lore. only main factions that were mainly said constantly, were atreides, harkonnen, fremen and major smugglers hence why those are the 4 in this game.
if anything, yeah. it will be maybe a possible dlc faction drop in the future.

Basically: Whether you think Ordos are canon or not, the Westwood interpretation of Ordos is the intellectual property of either EA (who bought Westwood & their library) or the devs from Westwood who made it. You'd also likely need the Herbert Estate's approval for a mostly-non-canonical faction.
It's a bunch of legal grief that could open up the company to lawsuits if any of those three groups aren't happy about that IP being used. All it takes is one of them with even the slightest claim to the IP to trap the game in development hell - no profits, no release.
It's just not worth it. I've seen cases like that that resulted in lawsuits that lasted over twenty years and still only ended with the companies settling out of court. It can be an absolute slog to go through.
