The relevant buildings require plascrete. . .

Put all my votes into the industrial regulations so I don't suffer the +30% plascrete upkeep penalty. All the other factions put the majority of their votes targeting me. Why? Why single out and punish me? This is very early game. I've only come across one other faction so far and have like three territories beside my starting location. It doesn't make sense they would go out of their way to target me instead of putting their votes towards the other resolutions to better themselves.

I understand it's a pretty bad feeling moment when you need the resource to build the thing to gather the resources you are out of.

I got hit with the plascrete upkeep penalty and I was sort of breaking even or slow bleed for a bit, and I'm assuming I had some undetected sabotages done against me and it very quickly tanked my reserve. I had to trade a faction for like 500 plascrete to plow down some extra ones in even non-resource specific zones. The enemy factions seem always willing to trade with you, there is a bar in the middle that shows if they will take the offer or not.

Trade can get you out of this situation. To avoid this build plascrete factories everywhere past the early game. Also build the maintenance reduction buildings in regions that are surrounded by other regions because they affect adjacent regions to reduce plascrete upkeep.

Well, i'd see this as a design flaw, like Olrok said. I'll try the trading option, though.

Early game you don't have the economy to build too many high upkeep buildings, so what you should be building frequently is plascrete factories which only have an upkeep of plascrete. You need around 1000 of it per village and many thousands for your main base upgrades, so long before you even get to your first votes you should be generating like 100+ per day and a 30% upkeep penalty should be meaningless to you. This would perhaps be explained in a tutorial or early in a campaign, but for now it's a mistake you only make once and is fairly easy to recover from by trading or deconstructing a few buildings.

You can use your Ornithopters to find "Abandoned Fremen Camps" and so to acquire Plascrete. Before gathering (them all at once), pause the game so you stock up your Plascrete and can build up more Plascrete Factories on any free Building Slot. Then continue.

This has gladly helped me out for a few times already.

Trading with Factions is nearly useless and not enticing, yet..

I don't use it often but it has it's use when you need resources in a pinch you can trade them for intel. Intel is just lying everywhere on the map. I bought thousands of Plascrete from the Smugglers for a few hundred intel.

I stalled my econ on my first game by spending all my initial plascrete on another building slot, and it took a while at +2 plascrete a day to be able to build the plascrete building. This is a mistake most players only make once, but it would be nice if they frontloaded its importance in the tutorial.

Then again, not spice, the emperor gets angry and Sardukar arrives to kick your ass.
at least without Plascrete, you can still continue playing.

What tutorial? Is there really a tutorial for Dune. I didn't think there was one in their budget.

Unless you trade right thing at the right time, that is. Ai will gladly throw away tonns of resources at you for that deficit one they desperately need right now. Like, you can trade plascreet for gold in 1:1 if AI has a lack of it atm. And that's seems almost like an exploit, since gold is far more difficult to come by than plascreet. Plascreet, on the other hand, can be bought dirt-cheap if AI has abundance of it but requires gold. Trading for other resources like spice or intel might be profitable as well. It is acually a viable cheese tactics on insane difficulty, since AI has practically an infinite stockpiles of every resource at any given time and will gladly give you whatever you need with a lovely exchange rate.
