I got hit with the plascrete upkeep penalty and I was sort of breaking even or slow bleed for a bit, and I'm assuming I had some undetected sabotages done against me and it very quickly tanked my reserve. I had to trade a faction for like 500 plascrete to plow down some extra ones in even non-resource specific zones. The enemy factions seem always willing to trade with you, there is a bar in the middle that shows if they will take the offer or not.

Trading with Factions is nearly useless and not enticing, yet..
I don't use it often but it has it's use when you need resources in a pinch you can trade them for intel. Intel is just lying everywhere on the map. I bought thousands of Plascrete from the Smugglers for a few hundred intel.
I usually buy out all the plascrete and spice from the AI if I'm in a pinch.
No plascrete = no refinery = no spice therefore Plascrete > Spice

Unless you trade right thing at the right time, that is. Ai will gladly throw away tonns of resources at you for that deficit one they desperately need right now. Like, you can trade plascreet for gold in 1:1 if AI has a lack of it atm. And that's seems almost like an exploit, since gold is far more difficult to come by than plascreet. Plascreet, on the other hand, can be bought dirt-cheap if AI has abundance of it but requires gold. Trading for other resources like spice or intel might be profitable as well. It is acually a viable cheese tactics on insane difficulty, since AI has practically an infinite stockpiles of every resource at any given time and will gladly give you whatever you need with a lovely exchange rate.
