Let me explain:
there are always several spawn points for vehicles
people can and should use helis to drop which won't be impacted by nuking
people can and should actually deploy fighers and AA and in case of US just destroy the bomber and in case of Rus just intercept one missile. The fact that AA can be instantly sold back for refund just makes nuke strategy useless. You actually have enough time to see the bomber, deploy AA in the field, turn on radar and intercept the missile.
All the time I've seen it used by my dumb allies or dumb enemies it lead to close to zero value at cost of 1000 points (at least Rus can sometimes save the plane).
That being said let it be a noob trap, I just hope it will be my enemies trying it

Theres no need for any restriction. The game works fine and as intented in terms of the game mode. Seen plenty of round start nukes and they all failed. If they do not fail your team did several things wrong. And that is how things should be.
Starting off with arty, nukes and bombers puts that team at an immediate disadvantage. I have had a few matches where the other team launched a nuke at the start and we put them in sudden death by the end of phase 1.
Spending 1,000 points a nuke at the start is a complete waste. Same goes with Arty. Players who start off with all arty units are cancer.

If you are losing to players who start off with arty or a nuke, that is a 100% a you problem. Players who waster their starting points on all arty are absolutely the worst kind of teammates.
Players who start of with arty or nukes do absolutely nothing for their team aside wasting their 1k starting points while the other team is getting early map control and getting set up.
You're wrong about the helis. I lost three Mi8s to it, I assume, because he got the timing wrong and hit my helis instead. The infantry survived for some reason but had to wait for me to bring up more transport and by then they didn't get to their drops any faster than the ground forces
So unless they change plans and add ingame voicechat, i agree with OP.
forcing everyone to bring certain units in a deck builder just to counter insta wipe at start is bad
this should be changed, maybe a lock on air to ground armaments for some amount of time at start of game
